President Tsai Pi-Yu of the Academy of the Judiciary together with Mentor Lin Yan-jun visited The Hague, Brussels, Paris and Bordeaux to gain insight into the judicial training systems, trial and prosecutorial systems, crime prevention research centers and correctional facilities in the three countries between September 23, 2017 and October 2, 2017. The agencies and organizations visited included The Hague’s District Prosecutors Office and the Research and Documentation Centre (WODC) in the Netherlands; Brussels’ De Premiere Instance of Section Correctionnelle, Beveren Prison, the European Judicial Training Network (EJTN), and the Judicial Training Institute (IGO-IFJ) in Belgium; and the French National School for the Judiciary (ENM) in Bordeaux and its second campus in Paris as well as the Center for Sociological Research on Law and Criminal Justice Institutions (CESDIP) in France. This overseas visit allows the Academy to gain further understanding of the pre-job and on-the-job training systems for judicial officials in the Netherlands, Belgium, and France, deepen the partnership between the Academy and the French National School for the Judiciary (ENM) and explore international collaboration opportunities. The effort hopefully will lead to the development of programs and training methodologies that are more effective, fit for purpose and integrated with the global community. Moreover, as crime prevention research has been gaining prominence at the Academy, the inspection of the organizational management, operation, selection of research topics, and methods of the overseas crime prevention research centers provides valuable experience for the Academy’s own crime prevention research center as it works toward the goal of progressively strengthening research in both quality and quantity.
