The handover ceremony between the outgoing and incoming Presidents of the Academy was held at 11:00 a.m. on December 13th, 2021, at the auditorium of the Academy. The Minister of Justice, Ching-Hsiang TSAI supervised the handover and swearing-in functions and among the distinguished guests present on that day were: Mr. Tsan WU, Chief Justice of the Supreme Court, Mr. Chan-Chun CHOU, Deputy Secretary-General of the Judicial Yuan, Mr. Yen-Hsi CHEN, President of the Taiwan Bar Association, Mr. Ming-Tang CHEN, Political Deputy Minister of the Ministry of Justice, Mr. Nai-Wei YEN, Executive Secretary of the Ministry of Justice, Mr. Ta-Jen TU, Deputy Chief Prosecutor of the Taiwan High Prosecutors Office, Mr. Pang-Liang LIN, Chief Prosecutor of the Taiwan Taipei District Prosecutors Office, Mr. Cho-Jan MIAO, Chief Prosecutor, Taiwan Shilin District Prosecutors Office, Mr. Hsi-Hsiang HSU, Chief Prosecutor, Taiwan New Taipei District Prosecutors Office, Mr. Yen-Wen LEE, Chief Justice, President of the Taiwan High Court, Ms. Hsien-Hui CHEN, President of the Taiwan New Taipei District Court, Ms. Mei-Fang CHOU, Director-General of the Civil Department of the Judicial Yuan, Mr. Sheng-Hsing CHANG, President of the Judges Academy and other guests.
Minister TSAI, supervisor of the ceremony, stated during his speech that the Academy for the Judiciary is responsible for the important task of training judicial officers and bears the heavy burden of judicial reform. During her five years and four months in office, President TSAI has inherited good traditions and innovated in response to the current situation by adopting openness and autonomy in the management of the students' lives, and strictly gauging their moral character to eliminate unsuitable students. In response to the pandemic, she was able to utilize online distance learning, online mock tests, and oral examinations for training; Futhermore, she has completed the draft legislation for the judicial reform of the examination and training system of legal professionals During her tenure, President TSAI has achieved outstanding results and has been promoted to the Supreme Prosecutors Office's Head Prosecutor. The new President, KER Li-Ling, is a graduate of the 23rd Class of the Training Institute of Judges and Prosecutors, with an LL.B. degree from National Taiwan University and an LL.M degree from the University of London. She has many administrative experiences, having served as the Section Chief of the Discipline Division of the Training Institute of Judges and Prosecutors (which has been transformed into the Student Affairs Section of the Academy for the Judiciary), and as the Chief Prosecutor of the Miaoli and Keelung Prosecutors Offices. During her tenure as the Chief Secretary of the Ministry of Justice, she has had a complete grasp of the Ministry's policies and will be able to lead the Academy competently . In addition to the reform of the examination and training of legal professionals, the Academy will be responsible for the first year of practical training, and the number of students is estimated to be 600 to 700. This is an unprecedented challenge that requires advance planning, step-by-step implementation, and the shouldering of heavy responsibilities.
The outgoing President TSAI said in her speech that to reverse the perception of the conservative pre-job education of the judges, the students should be able to cultivate a multi-perspective and macroscopical visual field, as well as the ability to think critically and manage themselves. The Academy has recently devoted itself to the core curriculum, deepening practical education and developing a wide range of internship programs, shortening the intensive training program but extending the internship period of the Academy, and increasing the number of Prosecutor internships in the Court of Second Instance, the Special Court, and the Correctional Agencies, so that students can understand the full picture of the judicial process. In addition, life management of the students have became more liberal through the abolition of mandatory accommodation and night-time access control in order to cultivate self-discipline among students. Meanwhile, the professional and moral character assessments are strictly supervised to eliminate unsuitable students. This year, during the epidemic, the Academy was faced with the impact of the closure of physical classes, and all staff members responded quickly and took the opportunity to undergo a digital transformation of the curriculum, thanks to the immediate network upgrade and computer equipment support provided by the Ministry of Justice, which enabled the digital transformation to be carried out. The Academy has also actively cooperated with the Examination Yuan in the legislative process of the new 4-in-1 examination system and has planned supporting measures for the one-year practical internship as early as possible to smoothen the difficult task of implementing the new system of examination and training reform. The outgoing President wished to thank everyone for their efforts and teamwork in all of the abovementioned innovations and stated that she believed that in the future, under the leadership of the new President KER, the Academy would perform even better. Finally, she said goodbye to all the guests present while stressing the words "inheritance and innovation".
In her speech, President KER remarked that under the leadership of President TSAI, the Academy had not only continued to innovate its software and hardware structures but had also made several positive changes. During the pandemic, the Academy also successfully conducted remote digital online courses, examinations, and placements, and completed the reform plan of the legal professional examination and training appointment system. Today, it was not only a great honor to take over this job from President TSAI, but also a great burden of responsibility . The new President continued by stating that she would work hard with the excellent team of the Academy to complete the subsequent legislative and supporting work, and she hoped that President TSAI will continue to share her valuable experience in the future. As for the cultivation of judicial talents, she would build on the current good foundation and continue to focus on diversity and openness to enhance the height and macroscopic vision of the students. It is hoped that the judicial personnels emerging from the Academy would be the right talents, "capable of shining and having the determination to illuminate others", not only with professionalism in the field of law but also enjoying a balanced mind and body to perform competently and meet the expectations of the public.
