In the morning of November 12th, 2019, the Orientation Ceremony for the 16th Judicial Seminar for Mongolian Prosecutors was held at the Auditorium of the Academy of the Judiciary, Ministry of Justice. Minister Tsai Ching-hsiang gave his remarks with Prosecutor-General of Supreme Prosecutors Office, Chiang Hui-ming, Counselor of Ministry of Foreign Affairs, Su Guo-gin, Counselor of Ministry of Culture, Baatar Hai, Director, Department of Prosecutorial Affairs, Ministry of Justice, Wang Jyun-li and other distinguished guests in attendance. During her remarks, President Tsai Pi-yu of the Academy pointed out that this year has marked the 16th year since Mongolian prosecutors started attending the seminar back in 2003. The Academy has also, between 2016 and 2018, sent 3 delegations to Mongolia to conduct judicial exchanges, further formulate the plan for judicial education, training and exchange and deepen both sides’ understanding of each other’s judicial systems. This year’s seminar is comprised of the introduction to the development of judicial officers, international and cross-strait legal assistance, cyber crimes, sentencing negotiation, and prosecutor’s order. In addition, the Mongolian prosecutors will visit judicial, prosecutorial, correctional and other related institutions as well as experience the local culture of Taiwan. It is hoped that such diversified activities will inspire a wide array of perspectives and experience.
Minister Tsai pointed out that due to globalization,crimes have become more international and organized. As a member of the international community, Taiwan certainly cannot afford not to get involved and deal with these harsh challenges. In addition to legal assistance with various countries, Taiwan also continues to improve our prosecutors’ effectiveness in cross-border crime investigations. Taiwan has signed numerous MOUs with Mongolia between 2011 and 2018 and both sides have sent delegations to visit each other, indicating the close bond the judicial institutions from both sides have enjoyed. Despite delays in exchanges and delegation size adjustment due to changes of authority, budget and structure of the competent authority of Mongolian and Tibetan affairs, prosecutors of Taiwan and Mongolia continue to enjoy their hard-earned camaraderie and the success after these years. In the future, the exchanges between these prosecutors should been deepened and widened. President Tsai wished all Mongolian prosecutors a fruitful seminar and expected both sides to work together to realize judicial ethics and fight crimes. The ceremony ended with a group picture taken of all the Mongolian prosecutors and distinguished guests in front of the Academy.
