The Academy for the Judiciary, Ministry of Justice, held the 2025 International Symposium, titled "Boundaries and Challenges of Judicial Ethics: Professional Ethics in the Practice of Prosecutors, Judges, and Lawyers," on October 16–17, 2025.
Judicial ethics form a vital foundation for safeguarding judicial fairness, independence, and integrity. They also serve as essential codes of conduct and moral standards that all legal practitioners must constantly uphold and conscientiously follow. In recent years, with the rapid development of society, the practice and boundaries of judicial ethics have faced diverse challenges across the globe, sparking widespread discussion. In response, this symposium has invited experts and scholars from both the legal profession and academia, domestically and internationally, to explore the professional ethics of prosecutors, judges and lawyers.
The first session of the symposium featured Deputy Chief Prosecutor Thomas Goger of the Higher Prosecutor’s Office in Bamberg, Bavaria, Germany, who spoke on the core values and professional standards of prosecutors in the 21st century. The second session was led by Associate Professor Shih-Chun Chien from the William S. Boyd School of Law at the University of Nevada, Las Vegas, who examined issues of legal ethics in a divided America. In the third session, Director Raf Van Ransbeeck of the Belgian Judicial Training Institute shared insights into the normative framework and real-life cases related to judicial ethics in Belgium and the international community.
The event was held at the Grand Auditorium of the Judges Academy and opened with a speech by Deputy Minister of Justice Hsi-Hsiang Hsu. The sessions were moderated by President Hsun-Lung Wu of the Judges Academy, Deputy Minister Hsi-Hsiang Hsu, and President Hui-Huang Lin of the Disciplinary Court.
In addition to the participation of trainees from the 66th class of the Judicial Training Program and the 8th Pre-service Training Program for Selected Prosecutors, the event was also attended by senior members of the judiciary, including chief prosecutors, (chief) prosecutors, and members of the legal profession. The distinguished guests actively engaged in each session through lively discussions and thought-provoking questions. The symposium yielded fruitful results.
In his closing remarks, President Hsun-Lung Wu of the Judges Academy stated that the symposium offered valuable perspectives on the understanding and practice of legal ethics across different areas of the judiciary, while also providing a meaningful opportunity for international exchange. Whether as judges, prosecutors, or lawyers, all legal professionals share the vital responsibility of upholding judicial credibility and professional ethics. He expressed his belief that the rich and thought-provoking discussions during the event would inspire and motivate all participants, and he concluded with the hope that every member of the legal community will safeguard the independence and integrity of the judiciary with character and courage.
