President Li-Ling KER led a delegation to Germany on a study tour of the training system for German legal professionals, from December 2nd to 11th, 2022

In response to the resolution of the 2017 National Conference on Judicial Reform regarding the examination of legal professionals, the draft of new qualification and appointment of legal professionals was sent by the Examination Yuan to the Legislative Yuan for deliberation on January 26, 2022. Since the new system would be modeled after the legal education and training system of Germany(Volljurist), the President of the Academy for the Judiciary, Ms. Li-Ling KER, led a study tour, comprising the Chief of the Academic Affairs Department, Yi-Fen KO and Mentor Che-Chun CHU to Hesse, Baden-Württemberg, and Bavaria in Germany from December 2nd to 11th, 2022.

This time, the group paid an official call to the competent authorities, the collaborating institutions and the Law School of the University of Munich. Regarding the competent authorities, we met with the Hessisches Ministerium der Justiz (Hessian Ministry of Justice), Landesjustizprüfungsamt (Baden-Württemberg Judicial Examination Board), Bayerisches Staatsministerium der Justiz (Bavarian Ministry of Justice) to learn about the planning of administrative matters; in terms of the collaborating institutions, we met with the Directors of the Deutsche Anwaltstag Arbeitsgemeinschaft FORUM Junge Anwaltschaft (German Young Lawyers Association) and the case officer of the Staatsanwaltschaft München I (Munich Public Prosecutor's Office I) to observe and study the operation of the German system. In addition, as a start to the training of legal professionals, we also paid a visit to the Law School of the University of Munich to discuss the interface between university education and practical work under Volljurist.

The purpose of the Academy's visit to Germany was to systematically understand the system of study, examination, training, and appointment of legal professionals in that country, and to exchange numerous opinions, gain tremendous inspiration, which would assist the Academy to plan the new system of one-year practical study in the future. In addition, the Academy for the Judiciary also took this opportunity to establish exchanges between the College and foreign judicial training institutions and to open up the windows of international cooperation, and we look forward to the future development of the international exchanges.
