In collaboration with the Ministry of Justice and Pubic Construction Commission, Executive Yuan, the first session of “Basic Professional Certification Class on the Government Procurement Act for Judicial Personnel” – a part of the 2017 continuing education program for prosecutors – was held by the Academy between January 17 and 20, 2017, inviting Deputy Minister of Justice Zhang Dou-hui to attend and to give an address at the opening ceremony.
In his opening address, Deputy Minister of Justice Zhang Dou-hui indicated that, in light of the PCC’s plan to adopt “most advantageous tender” for major public construction projects, the Ministry of Justice appreciated the Academy’s planning effort and the PCC’s providing of professional teachers in jointly holding this class in order to cooperate with the promotion of important policies of the Executive Yuan MOJ aimed to effectively enhance the professional knowledge and competency of colleagues with respect to the Government Procurement Act, narrowing the discrepancy in the understanding of criminal cases involving corruption in public procurement between prosecutorial authorities and engineering personnel and also increasing the outsiders’ trust in the judiciary regarding prosecutorial authorities’ investigation of government procurement-related cases. At the end of his address, Deputy Minister Zhang encouraged class members to build a more rigid, extensive and tightly-knit net of justice on Government Procurement Act and improve the corruption conviction rate.
