I. Duties and Responsibilities of the Judges and Prosecutors Training Committee: 

1. The Judges and Prosecutors Training Committee is established in accordance with Article 2, Section 3 of the Organization Act of the Academy for the Judiciary, Ministry of Justice. 

 

2. The Committee shall consist of 15 members with the Chief Justice of the Supreme Court serving as the Chairperson and the Prosecutor General of the Supreme Prosecutors Office as the Vice Chairperson. Besides the Chairperson and Vice Chairperson along with the President of the Academy for the Judiciary, the remaining members of the Committee are assigned as follows: two (2) members appointed by the Executive Yuan, three (3) members designated by the Judicial Yuan, three (3) members appointed by the Examination Yuan, two (2) members shall be lawyers or other legal scholars and experts, and two (2) members shall be advocates for social justice. Both genders must be represented within the Committee; one particular gender must occupy no less than one-third (1/3) of the Committee seats. All Committee positions are unpaid.

 

3. Regarding judicial education programs designed for admitted judges, prosecutors, and other qualified judicial personnel who have passed the judicial official examinations, the Committee is responsible for determining the program policy, guidelines, curriculum, and other related matters. Moreover, the Academy for the Judiciary is entrusted to carry out the vision and objectives of the Committee. The duties of the Committee are as follows:

 

i. Review policies and guidelines of judicial education programs

 

ii. Evaluate course subjects and contents as well as the number of hours required for related programs and determine the selection of lecture series offered

 

iii. Assess the assignment of judicial apprentices to relevant and suitable programs

 

iv. Select and assign qualified judges to serve as mentors to judicial apprentices

 

v. Evaluate and review cases of punishment and expulsion

 

vi. Formulate, review, and amend regulations governing judicial education programs

 

vii. Offer and propose recommendations to improve and strengthen existing courses and programs 

 

viii. Issues related to judicial education programs not outlined here are to be determined and decided by the Chairperson of the Committee

 

II. Duties and Responsibilities of the Academy for the Judiciary

1.    Overall

i. Execute and implement judicial education programs

ii. Carry out instructional programs for judicial personnel under the Ministry of Justice

iii. Offer courses and programs for legal affairs personnel (besides judges and prosecutors) in accordance to provisions put forth by the Ministry of Justice

iv. In charge of investigating, researching, and analyzing national policies related criminal activity and criminal justice

 

2. Specific Divisions

i. Academic Affairs Department

1.) Design and develop course curriculum and content; print and distribute handouts and other teaching materials

2.) Serve as liaison to faculty members

3.) Handle and manage the registration, completion and retakes of courses

4.) Assign apprentices to appropriate agencies

5.) Record and report examination results and academic performance

6.) Issue certificates of completion and other related documentation

7.) Manage the library and publish related information and/or data

8.) Plan and organize Judges and Prosecutors Training Committee meetings

9.) Coordinate international exchange events and/or programs

10.) Other matters related to academic affairs

 

ii. Student Affairs Department

1.) Responsible for the moral education curriculum and for assembling all academic records

2.) Oversee the academic performance and progress of judicial apprentices

3.) Oversee the physical and psychological health of judicial apprentices

4.) Organize and hold orientation events, graduation ceremonies, and other Academy-wide events

5.) Collect and assemble weekly reports that include suggestions and recommendations from judicial apprentices

6.) In charge of rewards and punishments for apprentices

7.) Review and approve absences and leave requests

8.) Coordinate the deferral of military service obligations of judicial apprentices

9.) Organize meal gatherings between apprentices and mentors as well as the opportunity for mentors to reside in the dormitory to offer guidance and assistance

10.) Other matters related to student affairs

 

iii. Crime Prevention Research Center

1.) Investigate, research, and analyze criminal activity and trends

2.) Collect and analyze data and statistics pertaining to criminal activity

3.) Research, evaluate and provide suggestions regarding policies and regulations on crime prevention

4.) Hold academic conferences and seminars on topics related to criminology

5.) Publish and issue scholarly publications on criminology

6.) Other issues related to research on crime prevention

 

iv. Secretariat

1.) Responsible for administrative operations including research evaluation and innovation in terms of daily operations

2.) Handle general administrative decrees and documents.

3.) Organize Academy-wide meetings and is responsible for all meeting minutes and records

4.) Manage and handle all organization stationary and seals; in charge of file and archive management

5.) In charge of purchases and reimbursements, budget and finances, construction and repair projects, supply procurement, and other related administrative duties

6.) Handle public relations and issue press releases

7.) Supervise building security officers and temporary staff (i.e. construction workers and drivers)

8.) Duties that do not fall under the obligation of other departments and centers

 

v. The Personnel Office of the Academy handles personnel matters in accordance with law.

 

vi. The Accounting Office of the Academy manages finances, accounting, and statistics in accordance with law.
